इस सम्बन्ध में कोई भी लापरवाही स्वीकार नहीं की जाएगी: अन्नपूर्णा मिश्रा

आदेश का पालन करने से होगी असाधारण मानवीय  त्रासदी व उभरेगा जनाक्रोश

नेशनल ग्रीन ट्रिब्यूनल ने 20 मई को समूचे राष्ट्रीय राजधानी क्षेत्र , हरियाणा व उत्तर प्रदेश में यमुना रिवर बेड से अनधिकृत निर्माण हटाने का आदेश दिया है।

पूर्वी दिल्ली की पूर्व महापौर व ऐसे ही क्षेत्र में बने वार्ड  सोनिया विहार से निगम पार्षद डॉ अन्नपूर्णा मिश्रा का कहना है कि इस आदेश के लिए दिल्ली सरकार व डीडीए की अक्षमता जिम्मेदार है. दिल्ली सरकार व डीडीए द्वारा इन क्षेत्रो की जमीनी हकीकत व इतिहास के सम्बन्ध में सही तरीके से ग्रीन ट्रिब्यूनल को जानकारी नहीं दी गयी।

इन क्षेत्रो में लाखो परिवार बसते है और इनमे से किसी भी परिवार ने कोई अनधिकृत कब्ज़ा नहीं किया है, इन सभी गरीब व मेंहनतकश लोगो ने रात दिन की कमाई से किसी तरह छोटे छोटे प्लाट खरीद कर घर बनाये है। अकेले दिल्ली में ही चालीस लाख से ज्यादा लोग इन्ही क्षेत्रो में रहते है।
  
अगर ग्रीन ट्रिब्यूनल के ऐसे किसी भी आदेश को पालन  किये जाने का प्रयास किया जाता है  तो दिल्ली में न केवल एक असाधारण मानवीय त्रासदी की स्थिति उत्पन्न हो जाएगी वही साथ ही भयानक  कानून एवं व्यवस्था की समस्या भी खड़ी होगी।

ऐसा लगता है दिल्ली सरकार व डीडीए या तो गहरी नींद में सोये हुए है अथवा जानबूझकर इन लाखो लोगो के जीवन पर उत्त्पन्न संकट की अनदेखी कर रहे है।

यमुना रिवर बेड पर जहाँ कॉमनवेल्थ गेम्स विलेज स्वयं डीडीए द्वारा बनाया गया वहां अनधिकृत कालोनियों में रहने वाले गरीब निवासियों के आशियाने पर खतरा आता देखकर भी दिल्ली  सरकार व डीडीए की चुप्पी को देखकर लगता है  कि इस सरकार के राज में गरीबो के लिए अलग नियम है और अमीरों के  लिए कोई  नियम नहीं।

इन बस्तियों में लाखो घरो के साथ साथ सरकार द्वारा तैयार किया गयी गलियां, नालियां, स्कूल, हस्पताल, पोस्ट ऑफिस जैसी अनेक बुनियादी सुविधाएँ भी मौजूद है, इन्ही  सब को  देखकर ज्यादा से ज्यादा लोगो ने चंद पैसे जोड़कर इन क्षेत्रो में किसी तरह छोटे छोटे प्लाट खरीद कर घर बनाये है। आज अचानक इनके घरो को हटाये जाने का कोई भी निर्णय अव्यवहारिक, अमानवीय व असंभव है।

डॉ अन्नपूर्णा मिश्रा का कहना है कि दिल्ली सरकार व  डीडीए को ग्रीन ट्रिब्यूनल के इस आदेश खिलाफ तत्काल अपील करनी ही होगी।

मैं शीला दीक्षित व  डीडीए के अधिकारीयों को चेतावनी देती हूँ कि इस सम्बन्ध में कोई भी लापरवाही स्वीकार नहीं की जाएगी।
हम लोग इस सम्बन्ध में दिल्ली सरकार के अगले कदम पर लगातार  नज़र रखे हुए है। 
इन सभी क्षेत्रो में उत्तर प्रदेश, बिहार व उत्तराखंड जैसे राज्यों से आये मेहनतकश व स्वाभिमानी नागरिक रहते है।

आज आवश्यकता इन क्षेत्रो का नियमितीकरण करने व इन क्षेत्रो में बेहतर बुनियादी सुविधाएँ उत्पन्न कराने की है।
अभी भी समय है  दिल्ली सरकार व डीडीए होश में आये और इन क्षेत्रो में रहने वाले लाखो परिवारों के आशियाने व जीवन पर आने वाले इस संकट का तुरंत समाधान करे, इस सम्बन्ध में की गयी छोटी सी लापरवाही जन आक्रोश में परिवर्तित हो सकती है।

बजट में दिल्ली के लिए कुछ भी खास दिलवाने में असफल रही शीला दीक्षित  :डॉ अन्नपूर्णा मिश्रा 

महिलायों, कमजोर वर्गों के लोगो, अनधिकृत कालोनियों के निवासियों के लिए विशेष प्रावधानों की आवश्यकता को किया गया अनदेखा

पूर्वी दिल्ली की महापौर डॉ अन्नपूर्णा मिश्र ने कहा कि वित्त मंत्री श्री पी चिदमबरम द्वारा आज संसद में जो बजट पेश किया  गया है वह बहुत ही निराशाजनक व जनविरोधी है. 

इस बजट में दिल्ली खासतौर पर  दिल्ली की महिलाओं, कमजोर वर्गों के लोगो, अनधिकृत कालोनियों के निवासियों के लिए कुछ  भी नहीं है. 

दिल्ली में महिलायों की असुरक्षा पर उठते प्रश्नों को देखते हुए उम्मीद की जा रही थी कि दिल्ली में महिलायों की सुरक्षा, बेहतर व सुरक्षित ट्रासंपोर्ट प्रणाली इत्यादि के लिए बजट में विशेष प्रावधान किया जायेगा परन्तु बजट  इन आशाओं  को पूरा करने में पूरी तरह विफल रहा है. 

वही दिल्ली में बढती हुयी पानी की किल्लत व गरीब परिवारों के लिए नए मकानों की जरूरत को भी इस बजट में पूरी तरह अनदेखा किया गया है. 

आज दिल्ली के नागरिक जिस प्रकार अच्छे शिक्षा संस्थानों व प्राथमिक स्वास्थ्य सुविधाओं से वंचित है उसे देखते हुए उम्मीद थी की दिल्ली सरकार द्वारा दिल्ली में शिक्षा व स्वास्थ्य के क्षेत्र के लिए विशेष बजट के लिए केंद्र सरकार पर दबाव डाला जायेगा परन्तु ऐसा लगता है कि दिल्ली की मुख्यमंत्री, देश के वित्त मंत्री से दिल्ली के लिए कुछ खास बजट प्रावधान करवाने में विफल साबित हुयी है. 

कुल मिलाकर इस बजट में युवाओं, महिलायों, किसानो,कमजोर वर्गों की अनदेखी की गयी है। 

बजट में कुछ भी नया करने की इच्छा  का आभाव भी साफ़  नज़र आता है।  

बजट को देखते हुए लगता है कि देश आज जिस प्रकार की आर्थिक चुनौतियों का सामना कर रहा है उसके सामने वर्तमान केंद्र सरकार  ने आत्मसमर्पण कर दिया है।

East Delhi Mayor Dr. Annapurna Mishra has said that Union Budget tabled in the parliament today by Finance Minister Shri P. Chidambaram is very disappointing and anti-people.

In this Budget there is nothing new for Delhi, especially for women, people from weaker sections and residents of unauthorized colonies. 

With the rising debate on issue of safety of women in Delhi it was expected that there would be special provision for women's safety and for a better and safe public transport system but the Budget has completely failed on this front.

Similarly this Budget completely ignores basic issues like increasing water crisis in the city and need for building homes for poor families in Delhi. 

Today citizens of Delhi are deprived of quality education and primary health care, it was expected that Delhi Govt. would pressurize the Central Govt to get special allocation for Education and Health infrastructure in the capital city  but it seems that Delhi Govt has completely failed in getting anything substantial for Delhi from Finance Minister.

Overall the Budget has ignored the aspiring needs of youth, women and people from weaker sections. 

This budget lacks the will power to do something new, innovative and creative.

This kind of Budget shows that Central Govt has surrendered before the economic crisis that the country is facing,

Letter to Lt. Governor on Advertisement Inquiry Report

Sub. – Regarding biased inquiry into Unipole issue  

                

Respected Sir,

This is with reference to Inquiry report forwarded by Commissioner EDMC and submitted to him by Shri J.B. Singh in respect to irregularities, negligence of duty and corruption in EDMC’s advertisement department.

I am deeply disappointed and sad by the manner Mr. J.B. Singh has tried to not only save his fellow officials but has also ignored the facts, violated all principals of independent inquiry and has even praised and appreciated the officials who were caught red handed during that surprise visit in presence of media. 

Through this report he is not only trying to favour the officials responsible for illegal unipoles in the EDMC area but is also trying to “bluff” the people, media, elected representatives, Commissioner of EDMC, Director Local Bodies and Hon’ble Lt. Governor, who all are keenly observing the progress in this case.

Here are some obvious questions and observations:-

1. First of all, I would like to ask why Mr. J.B. Singh was given the responsibility to carry out the inquiry when we have a specialized vigilance department for the same. From the report it is very clear that Mr. J.B. Sing was not only handling his regular EDMC work but has some extra responsibilities as well like “Election Duty” in Tripura (Page no. 4, Point 9).  Why the responsibility of Inquiry into such a serious issue has been given to an officer who was available only “part-time” for this inquiry and not to the vigilance department that has required skill, expertise and experience of carrying out similar inquiries?
2. Why an officer that has a close working relationship with “officials under inquiry” has been asked to carry out the inquiry? I am raising these questions not only because it is in violation of basic principles of independent inquiry and justice but also in this specific case, this is an important reason behind the biased nature of this inquiry.
3.  In his report Mr. J.B. Singh has gone into history of advertisement department and work in last 7 months. I am not able to understand the purpose behind this as he was asked to inquire into specific cases of illegal unipoles only. Throughout his report he has tried to draw a colourful performance chart of the advertisement department officials.   Let me remind him here that improvement in performance has taken place in all EDMC departments in last Ten months and that can’t be a justification for irregularities, negligence and corruption.
4. The most shocking part of the inquiry is that next day of my surprise visit which has exposed the high number of illegal unipoles, same officials were asked to carry out Inspection against whom the inquiry was being conducted. 
5. In my letter to Commissioner, I have clearly written that five officials including the Deputy Commissioner, Commercial Officer, Chief Advertisement Officer (CAI), and two area inspectors should be suspended to ensure a fair and independent inquiry. Out of these five, Four Officials were part of the inspection team that was asked to submit a report on the status.  And to begin with, this inspection was directed by the Deputy Commissioner, the fifth officer in the list. (Pls refer to Annexure C, Para. 1)
6. Same officials were carrying out the inspection against whom the inquiry was being conducted and Mr. J.B. Singh has not only happily accepted their report but is also highlighting the fact that inspection team has found only 6 illegal unipoles next day. What else was he expecting from the people under inquiry?

This is clear violation of all guidelines and principles of independent inquiry and can not be accepted.

7. Another shocking aspect of this inquiry is that Mr. J.B. Singh has tried to carry out this investigation by solely depending upon the facts given to him by officials under inquiry. He has never tried to reach out to media teams who have covered the surprise visit and have exposed the rampant irregularities, nor has he reached out to any elected representative of that area. 
8. Another very shocking and hard to believe fact about this inquiry is that throughout his inquiry report Mr. J.B. Singh has stressed on the fact that there were only 6 illegal unipoles found by inspection team and my complaint has no evidence, however he conveniently forgets to mention that EDMC’s Commercial Officer Mr.Vinit Gautam himself has written letter to four police stations on 16^th Jan. 2013, asking to register cases against 10 commercial units for illegal unipoles. The question is if the inquiry report is right and there were only 6 illegal unipoles found by the team, then why the case has been registered against 10 commercial units? This is just one more example of how Mr. Singh has mentioned only convenient facts, and completely ignored even the reports and facts which were out there in media and public domain.
9. Mr. J.B. Singh has come to my office on 21^st of January for few minutes and has hurriedly summed up his report on 24^th Jan. 2013. I was also surprised why suddenly almost two weeks after the surprise visit Mr. J.B. Singh is asking me to give my version.  All this while the officials were given a free hand to play with the facts, carry out their own inspection.
10. In his report point no. 14, Mr. J.B. Singh has even used some highly objectionable and careless language about me, “if the matter was so important, she should have….etc.” The language is not only derogatory to the Public Post that I am currently serving but is also an attempt to divert the attention from the real issue under inquiry. 

It is difficult to understand what he is trying to prove here.

a.      Does he as inquiry officer was of the view that the matter is not important?

b.      Was he ignorant of the fact that it was me as Mayor of East Delhi who has organized a surprise visit and exposed the corruption?

c.       This is a clear attempt to questioning back the “whistle blower”.

d.      If this is the attitude of Inquiry Officer towards me, I can imagine how difficult would it be for a common man to lodge a complaint and get an independent inquiry.

11.     Now coming to the very basic flaws in this inquiry report:-

                                I.            At point no. 7 in his report, Mr. J.B. Singh has mentioned a letter to UP irrigation department sent by EDMC but in the annexure he fails to provide any proof of that letter. Only letter in the annexure to UP irrigation by EDMC is dated on 11-01-2013, three days after the surprise visit.

                              II.            What made Mr. Singh to believe and even mention such a letter in his report without even seeing a copy of the same as an inquiry officer?

                            III.            Mr. Singh has repeatedly talked of inspection visit by officers under inquiry and based on that inspection report and only by facts given by same officials, he has concluded that the complaint is not established. 

                            IV.            More than 40% part of his report is all about history and how well the advertisement department is functioning, the purpose of same is still unclear in an inquiry report like this.

                             V.            At point no. 6, in his report Mr. Singh has talked about actions by advertisement department against unauthorized advertisement. Here again, he has solely relied upon the facts shared by same officials who are under inquiry. He should have provided the details of these actions including team members who have gone for the action, their attendance records, records of vehicles used for these actions, records of items seized by EDMC during these actions etc.

                            VI.            While all the time was given to officials under inquiry, Mr. Singh has not given me time to share some of the evidence that I have neither has he approached any media channels or reporters who have extensively covered the expose.

                          VII.            Mr. Singh was in hurry to save his colleagues, and may be that was the objective was he has been given the responsibility to carry out investigation, ignoring the expertise of vigilance department.

It seems that instead of carrying out an independent inquiry, Mr. J.B. Singh was trying to write a cover up story.

This report is nothing but failed attempt of a writer trying to write a fiction and ending up writing a comedy script with a sad end.

This inquiry report is clearly an attempt to cover up the irregularities and corruption and highlights the deep rooted nexus between corrupt officials.

This report also highlights the need for independent vigilance and investigation in all such cases.

What all the more disappointing is that this report has been forwarded to me by the Commissioner EDMC.  I am sure due to his busy schedule; he was not able to read this report as it was not possible for anyone not to notice all these facts that clearly show the flaws, bias and lack of application of basic principles of independent investigation in this inquiry report. 

When I had decided to carry out the surprise visit and to bring the irregularities and corruption to the notice of public, I was aware that this is not going to be an easy battle. But I had never imagined that even an independent inquiry would be so difficult that too at a time when the case is under the constant vigil by media and people.

I would appeal to Commissioner to intervene in this matter urgently as it is not only boosting the morale of officials negligent of their duties but is also affecting people’s faith in democratic institutions.

Immediate action against officials directly responsible for illegal unipoles and an independent and fair inquiry is the only way forward and there can be no compromise on the same. 

Now this matter is in the court of Commissioner of East Delhi, Director Local Bodies, Hon’ble  Lt. Governor, Media and above all in the court of people who already in large numbers have come forward supporting this initiative.

पूर्वी दिल्ली नगर निगम की महापौर डॉ अन्नपूर्णा  मिश्र ने आज विज्ञापन विभाग में अनियमितताओं के सम्बन्ध में निगम अधिकारीयों द्वारा की गयी जांच को पक्षपातपूर्ण व जनता से धोखा बताया। महापौर महोदया  ने कहा कि ये बहुत निराशाजनक व दुखद है कि जांच अधिकारी श्री जे बी सिंह ने जांच के माध्यम से न केवल सम्बंधित अधिकारीयों को बचाने का प्रयास किया है बल्कि अपनी जांच में वह "औचक दौरे" के दौरान रंगे हाथो पकडे गए अधिकारीयों की तारीफ में कसीदे पढ़ रहे है।

महापौर महोदया ने कहा कि जांच के दौरान न केवल तथ्यों की अनदेखी की गयी व उन्हें छुपाया गया बल्कि निष्पक्ष जांच से सम्बंधित सभी सिद्धांतो व नियमो को भी खुलेआम ताक पर रख दिया गया।

डॉ मिश्रा  ने कहा कि इस प्रकार की रिपोर्ट क्षेत्र की जनता, मीडिया, जनप्रतिनिधियों, आयुक्त, निदेशक, माननीय उपराज्यपाल और उन सभी पक्षों को एक धोखा देने का प्रयास है जो इस मामले में हो रही प्रगति को ध्यानपूर्वक देख रहे है।    

उल्लेखनीय है कि 8 जनवरी 2013 को महापौर महोदया द्वारा किये गए औचक दौरे के दौरान निगम के विज्ञापन विभाग में बड़ी अनियमितताएं पाई गयी थी व महापौर महोदया  ने सम्बंधित अधिकारीयों के निलंबन व निष्पक्ष जांच की मांग निगमायुक्त महोदय से की थी। औचक दौरे के दौरान पूर्वी दिल्ली निगम के छोटे से क्षेत्र में ही सैकड़ो अनधिकृत युनिपोल लगे हुए पाए गए थे.

निगम द्वारा महापौर महोदया  को दी गयी जांच रिपोर्ट के सम्बन्ध में महापौर महोदया  ने कई प्रश्न खड़े किये है।

१. उन्होंने पूछा है कि आखिर क्या कारण थे कि निगम के पास अपना सतर्कता विभाग होते हुए भी इस मामले की जांच एक ऐसे अधिकारी से करायी गयी जो स्वयं अपनी जांच रिपोर्ट में लिख रहे है कि उनके पास त्रिपुरा चुनाव की  होने के कारन यह जांच जल्दबाजी में पूरी करनी पड़ी। आखिर ऐसी क्या मजबूरी थी कि निगम के सतर्कता विभाग के पास आवश्यक कौशल, योग्यता व अनुभव होते हुए भी इस मामले की जांच ऐसे अधिकारी को सौपी गयी जो इस कार्य के लिए केवल "पार्ट टाइम" उपलब्ध थे.

२. डॉ मिश्रा ने कहा कि ऐसे अधिकारी को जांच की जिम्मेदारी देना जिसका सम्बंधित अधिकारीयों से करीबी कामकाजी रिश्ता हो, न केवल निष्पक्ष जांच के सिद्धांतो व नियमो के खिलाफ है बल्कि इस मामले में जांच के पक्षपातपूर्ण होने के पीछे यह एक महत्वपूर्ण कारण है.

३. डॉ मिश्रा ने कहा कि अपनी रिपोर्ट में जिस प्रकार श्री जे बी सिंह ने विज्ञापन विभाग के सम्बंधित अधिकारियो के कामकाज की तारीफ की है व विज्ञापन विभाग में हुए कार्यो का बखान किया है उससे लगता है कि जांच अधिकारी यह भूल गए थे कि उनको अवैध युनिपोल ले मामले की जांच की जिम्मेदारी दी गयी थी नाकि साल भर के कार्यो की उपलब्धता रिपोर्ट बनाने की। उन्होंने कहा कि यहाँ पर मैं यह भी बताना चाहती हूँ कि पिछले दस महीनो में निगम के सभी विभागों में कार्यकुशलता बेहतर हुयी है और विज्ञापन विभाग कोई अपवाद नहीं है परन्तु इसका अर्थ ये नहीं कि लापरवाही व भ्रष्टाचार करने की छूट दे दी जाये।

४. इस जांच रिपोर्ट की सबसे हैरान करने वाला पक्ष यह है कि मेरे द्वारा किया गए औचक दौरे के अगले दिन उन्ही अधिकारीयों को निरिक्षण की जिम्मेदारी दी गयी जिनके खिलाफ जांच की मांग की गयी थि.

५. जांच रिपोर्ट के अनुसार जिन पांच अधिकारीयों के निलंबन की मांग की गयी थी उन्ही में से चार को निरिक्षण के लिए भेज गया और इस निरिक्षण का आदेश और किसी ने नहीं बल्कि सूची में शामिल पांचवे अधिकारी के द्वारा ही दिया गया। यह बहुत ही हास्यास्पद है की जांच अधिकारी श्री जे बी सिंह ने इन्ही अधिकारीयों द्वारा किये गए निरिक्षण को प्रमाणिक मानते हुए लिखा है कि निरिक्षण के दौरान केवल ६ अवैध युनिपोल पाए गये. आखिर श्री जे बी सिंह इस निरिक्षण से और क्या आशा कर रहे थे?

६. इस प्रकार की जांच सभी सिद्धांतो व नियमो के विरुद्ध है और इसे कदापि स्वीकार नहीं किया जा सकता।  

७. यह बड़ा ही हैरान करने वाला विषय है कि जांच अधिकारी श्री जे बी सिंह ने पूरी जांच केवल उन्ही अधिकारीयों के द्वारा दिए गए तथ्यों के आधार पर पूरी की जिनके खिलाफ जांच की जा रही थी, पूरी जांच के दौरान जांच अधिकारी ने एक बार भी औचक दौरे को कवर करने वाले मीडिया व पत्रकारों अथव उस क्षेत्र विशेष के जनप्रतिनिधियों से बात करने की जरूरत भी नहीं समझी।

८. जांच रिपोर्ट किस प्रकार की लापरवाही से तैयार की गयी उसका एक उदहारण ये है कि श्री जे बी सिंह ने अपनी जांच में लिखा है कि निरिक्षण के दौरान केवल ६ अनधिकृत युनिपोल पाए गए। श्री सिंह ये बताना बड़ी आसानी से भूल गए कि निगम के विज्ञापन विभाग के वाणिज्य अधिकारी ने स्वयं 16 जनवरी को विभिन्न पुलिस थाना अधिकारीयों को पात्र लिखकर 10 व्यावसायिक इकाइयों के खिलाफ मामला दर्ज करने के लिए कहा था। प्रश्न ये है कि सिर्फ छह अनधिकृत युनिपोल पाए गए तो दस संस्थानों पर मामला दर्ज करने को क्यों कहा गया? स्पष्ट है कि जांच अधिकारी ने जांच के दौरान केवल पक्षपातपूर्ण तरीके से तथ्यों का चुनाव किया बल्कि मीडिया में आये सार्वजानिक तथ्यों को भी नज़रंदाज़ किया।

 
९. 21 जनवरी को श्री जे बी सिंह ने मेरे कार्यालय में आकर मुलाकात की और 24 जनवरी को अपनी रिपोर्ट जमा करा दी। औचक दौरे के दो हफ्ते बाद जांच अधिकारी द्वारा महापौर कार्यालय में संपर्क किया गया, इस बीच सम्बंधित अधिकारीयों को तथ्यों को परकहने व स्वयं निरिक्षण करने जैसी पूरी छूट दी गयी।


१०  जांच अधिकारी ने अपनी रिपोर्ट मैं महापौर में प्रति हल्की भाषा का प्रयोग करने का प्रयास भी किया।  ऐसा लगता है कि जांच अधिकारी इस प्रकार की भाषा द्वारा मुद्दे से ध्यान भटकने का प्रयास करना चाहते है।  मेरा सवाल है कि :-

• क्या जांच अधिकारी की नज़र में यह गंभीर विषय नहीं है?
• क्या जांच अधिकारी अनभिज्ञ है कि महापौर के द्वारा किये गए औचक दौरे के बाद ही अनियमितताओ का खुलासा हो सका है?
• अगर इस प्रकार का व्यवहार महापौर के साथ किया जा रहा है तो यह समझना मुश्किल नहीं कि आम आदमी को शिकायत करने व निष्पक्ष जांच सुनिश्चित करने के लिए कितनी मुश्किलों का सामना करना  होगा।
   

 ११  जांच अधिकारी ने रिपोर्ट में लिखा है की यूपी सिंचाई विभाग को 20 दिसम्बर को पत्र भेज गया जबकि रिपोर्ट के साथ संलग्न प्रति 11 जनवरी को भेजे पत्र की है।

स्पष्ट है श्री जे बी सिंह का पूरा प्रयास सम्बंधित अधिकारीयों को बचाने का ही रहा।

ऐसा लगता है ये जांच रिपोर्ट एक कल्पनाशील लेखक द्वारा रहस्यमयी कथा लिखने का असफल प्रयास है जो एक दुखद अंत वाली कॉमेडी के रूप में सामने आई है।

ये जांच रिपोर्ट अनियमिताओ व भ्रष्टाचार को छुपाने का प्रयास है और भ्रष्ट अधिकारीयों के बीच गहरी सांठ गांठ को रेखांकित करता है।

ये प्रकरण एक स्वतंत्र और निष्पक्ष जांच के महत्त्व को भी रेखांकित करता है।

सबसे ज्यादा निराशाजनक बात यह है कि इस रिपोर्ट को निगम आयुक्त के द्वारा मुझे भेज गया। ऐसा लगता है आयुक्त महोदय को रिपोर्ट को पढने का समय नहीं मिला अन्यथा ये असंभव है कि रिपोर्ट की विसंगतियों और पक्षपातपूर्ण रुख का उन्हें पता नहीं चलता।

जब मैंने भ्रष्टाचार को जनता के सामने लाने  की इस मुहीम की शुरुआत की तभी मुझे अंदाज़ा था कि यह एक मुश्किल और  लड़ाई है परन्तु एक निष्पक्ष जांच कराना भी इतना मुश्किल हो जायेगा यह मैंने नहीं सोचा था।

मैं निगमायुक्त से अपील करती हूँ कि इस मामले में तुरंत हस्तक्षेप करे।
  
अब यह मामला निगमायुक्त, निदेशक महोदय, माननीय उपराज्यपाल, मीडिया व जनता की अदालत में है। 

सम्बंधित अधिकारीयों के खिलाफ कार्यवाही व पूरे मामले की निष्पक्ष जांच ही एक मात्र रास्ता है और इस विषय पर कोई समझौता नहीं किया जायेगा।

PRESS STATEMENT - By Mayor East Delhi on Unfortunate arrest of Greenpeace Activists

Press Statement

Its quite unfortunate that 12 Greenpeace activists, who were trying to get a message across to the Union Agriculture Minister in a peaceful, non-violent way are detained at Mayapuri Police Station. They were urging the Minister to stop promoting Genetically Modified Crops in the name of food security. This technology has been controversial throughout its existence and so far no GM crops are developed which can increase production per se. Moreover the Minister is trying to trivialize the issue of food security in the country which is much more than a production issue. Its high time that the Government adopted a holistic view of food security by investing in sustainable production systems, better storage and distribution systems and by ensuring sustainable livelihoods for the poor. By chosing to protest at a FCI godown, the activists were peacefully trying to get across this message. I demand that the activists be released at the earliest and Government take their message seriously.

प्रेस बयान 

यह बहुत  दुर्भाग्यपूर्ण है कि शांति पूर्ण व अहिंसात्मक तरीके से  देश के कृषि मंत्री को अपना सन्देश देने का प्रयास कर रहे 12 ग्रीनपीस कार्यकर्ताओं को मायापुरी पुलिस स्टेशन में हिरासत में रखा गया  है। ये सभी लोग कृषि मंत्री से निवेदन कर रहे थे कि खाद्य सुरक्षा के नाम पर जेनेटिकली मोडीफाइड फसलो को बढ़ावा दिया जाना बंद होना चाहिए। यह तकनीक शुरू से ही विवादास्पद रही है और अभी तक ऐसी कोई जी एम फसल नहीं विकसित की गयी है जो "उत्पादन" को बढ़ा सके।  ऐसा लगता है कि देश के कृषि मंत्री खाद्य सुरक्षा को केवल उत्पादन से जोड़कर इस विषय की महत्त्वत्ता को कम कर रहे है। अब समय आ गया है की सरकार खाद्य सुरक्षा के सन्दर्भ में एक समग्र चिंतन करते हुए पर्यावरण के अनुकूल उत्पादन व्यवस्था, बेहतर भण्डारण व वितरण प्रणाली के विकास में निवेश करे जिससे कि गरीब परिवारों के लिए उचित जीवन यापन  सुनिश्चित हो सके। एफ सी आई के गोदाम पर प्रदर्शन करके यह सभी कार्यकर्ता इन्ही तथ्यों  को समझाने का प्रयास कर थे। मैं मांग करती  कि इन सभी को तत्काल रिहा किया जाये तथा इनके द्वारा दिए गए सन्देश को सरकार गंभीरता से ले।

महापौर ने जारी किये मानसून की तैयारियों के लिए विशेष निर्देश

हर 15 दिन में महापौर करेंगी नालो-नालियों के सफाई कार्यो की समीक्षा, पीडब्लूडी  के नालो की सफाई के लिए दिल्ली सरकार पर डालेंगे दबाव 

प्रदेश अध्यक्ष श्री विजय गोयल ने कल मीटिंग में सफाई व्यवस्था पर विशेष ध्यान देने की बात कही थी

पूर्वी दिल्ली नगर निगम की महापौर डॉ अन्नपूर्णा मिश्रा ने आज निगमायुक्त को पत्र लिखकर मानसून के लिए आवश्यक तैयारियां पूरी करने के निर्देश जारी किये है। 

पत्र में महापौर महोदय ने लिखा है कि पूर्वी दिल्ली में सभी नालो एवं नालियों की सफाई का कार्य समय रहते शुरू होना चाहिए जिससे कि मानसून से पहले सफाई का कार्य पूरा कर लिया जाये।

महापौर डॉ मिश्रा ने कहा है कि वह स्वयं हर 15 दिनों में नालो व नालियों के सफाई कार्यो की समीक्षा करेंगी व इस सम्बन्ध में किसी भी प्रकार की कोताही व देरी को स्वीकार नहीं किया जायेगा। 

उल्लेखनीय है कि कल पूर्वी दिल्ली नगर निगम के निगम पार्षदों से मीटिंग के दौरान भारतीय जनता पार्टी के प्रदेश अध्यक्ष श्री विजय गोयल ने सभी निगम पार्षदों को सफाई व्यवस्था पर विशेष ध्यान देने के लिए कहा था। श्री विजय गोयल ने कहा था कि जनता ने जो जिम्मेदारी हमें सौपी है हमें उसे बेहतर तरीके से निभा कर दिखाना होगा। 

प्रदेश अध्यक्ष द्वारा  किये आह्वान को ध्यान में रखते हुए पूर्वी दिल्ली की महापौर डॉ अन्नपूर्ण मिश्रा ने इस बार पूर्वी दिल्ली में मानसून के दौरान जल भराव न हो इसके लिए न केवल नगर निगम के अधिकारीयों को त्वरित कार्य करने के निर्देश दिए है वही साथ में ये निर्णय भी लिया  है कि पिछली बार की तरह पीडब्लूडी द्वारा अपने नालो की सफाई न किये जाने से जो समस्या उत्पन्न हुयी थी वो दुबारा न होने पाए इसके लिए पीडब्लूडी के नालो की भी समय रहते सफाई सुनिश्चित करने के लिए दिल्ली सरकार पर भी दबाव डाला जायेगा।

- बच्चे का दाखिला उनकी आयु के हिसाब से संबन्धित क्लास में किया जाएगा और किसी प्रकार का टेस्ट नहीं लिया जायेगा
- निवास या बच्चे के जन्म प्रमाण पत्र के लिए नहीं होगी एफिडेविट की आवश्यकता 
- महापौर ने दिया सभी निगम विद्यालयों के बाहर स्पष्ट  सूचना लिखने के निर्देश

पूर्वी दिल्ली नगर निगम की महापौर डॉ अन्नपूर्णा मिश्रा ने आज शिक्षा के अधिकार कानून को पूर्वी दिल्ली में लागू करने की दिशा में एक महत्वपूर्ण व ठोस प्रयास करते हुए विशेष निर्देश जारी किये है।

निगमायुक्त व शिक्षा निदेशक को दिए निर्देश में महापौर ने कहा है कि शिक्षा के मौलिक अधिकार कानून के तहत किसी भी छात्र को इस आधार पर प्रवेश देने से इनकार नहीं किया जा सकता कि  परिजनों के पास जन्म प्रमाण पत्र या निवास प्रमाण पत्र नहीं है।                          

"पारदर्शिता" संस्था द्वारा महापौर कार्यालय में दी गयी सूचना के अनुसार निगम के कई विद्यालयों में जन्म या निवास प्रमाण पत्र के ना होने के कारण कई बच्चो को प्रवेश देने से इनकार कर दिया  है या फिर उनके परिजनों से जन्म व निवास प्रमाण हेतु एफिडेविट देने के लिए कहा जाता है।

महापौर ने अपने निर्देश में स्पष्ट कहा है कि ये प्रक्रिया ये शिक्षा के मौलिक अधिकार के कानून के विरूद्ध है व इसे स्वीकार नहीं किया जा सकता।  
इस सम्बन्ध में सूचना मिलने के साथ ही महापौर महोदया ने निगम की शिक्षा समिति के अध्यक्ष श्री हर्ष मल्होत्रा से चर्चा कर ये निर्णय लिया है कि  पूर्वी दिल्ली में निगम के सभी विद्यालयों के बाहर विशेष सूचना पट लगाकर शिक्षा के मौलिक अधिकार के तहत प्रवेश की जानकारी स्पष्ट रूप से लिखी जाये।

उल्लेखनीय है कि 2009 में पास इस कानून के तहत 6 से 14 वर्ष तक के सभी बच्चो को नि:शुल्क व अनिवार्य शिक्षा का मौलिक अधिकार दिया गया है।

महापौर महोदया के इस निर्णय से अनधिकृत कालोनियों व गरीब परिवारों के उन लाखो परिवारो  के बच्चो को सीधा लाभ मिलेगा जो जन्म या निवास प्रमाण पत्र के आभाव में शिक्षा से वंचित रह जाते है।    

महापौर डॉ अन्नपूर्णा मिश्रा ने अपने निर्देश के साथ विद्यालयों में लगाये जाने वाली सूचना का नमूना भी जारी किया है, जिसका विवरण इस प्रकार है :-

"शिक्षा का अधिकार 2009 के तहत 6 से 14 वर्ष के आयु  के सभी बच्चों को स्कूल में दाखिला मिलने व शिक्षा पाने का अधिकार है। दाखिले के लिए किसी भी बच्चे को मना नहीं क्या जाएगा, बच्चे का दाखिला उनकी आयु के हिसाब से संबन्धित क्लास में किया जाएगा और किसी प्रकार का टेस्ट नहीं लिया जायेगा।

दाखिले के लिए निवास प्रमाण पत्र व बच्चे के जन्म प्रमाण के लिए निम्नलिखित दस्तावेज़ आप जमा कर सकते हैं:

निवास का प्रमाण (कोई एक दस्तावेज):

·    बिजली/पानी/टेलीफ़ोन का बिल, राशन कार्ड, चुनाव पहचान पत्र या आधार कार्ड

बच्चे के जन्म का प्रमाण (कोई एक दस्तावेज़):

·   जन्म प्रमाण पत्र, अस्पताल /नर्स के रजिस्टर का रिकॉर्ड या आंगनवाड़ी रिकॉर्ड

यदि किसी अभियावक या माता-पिता के पास निवास या बच्चे के जन्म का कोई प्रमाण नहीं है तो ऐसे अभिभावक या माता पिता एक सादे कागज़ पर अपने बच्चे की जन्म तिथि लिख कर घोषणा कर सकते हैं। स्टांप पेपर पर किसी प्रकार के एफ़िडेविट जमा करने की आवश्यकता नहीं है।"

पूर्वी दिल्ली में नगर निगम के लगभग 400 विद्यालय है और पूर्वी दिल्ली के लाखो परिवारों के लिए बच्चो की शिक्षा सुनिश्चित करने के लिए निगम विद्यालत ही एकमात्र माध्यम है।      
इस अवसर पर पूर्वी दिल्ली की महापौर डॉ अन्नपूर्णा मिश्रा ने बताया कि क्षेत्र में शिक्षा के स्तर में सुधार के लिए कई प्रयास किये जा रहे है, इनमे निगम के सभी विद्यालयों के पक्के भवनों का निर्माण, सभी विद्यालयों के कंप्यूटर कक्ष, पुस्तकालय इत्यादि बुनियादी  के साथ साथ शिक्षको को नियुक्ति ली प्रक्रिया भी शुरू की जा चुकी है।
