सोनिया विहार वार्ड 272 में चार वर्ष की उपलब्धियां - काम किया है, काम करेंगे

आदरणीय बहनों एवं भाईयों,

सोनिया विहार की जनता के सेवक के रूप में मेरे कार्यकाल के लगभग चार वर्ष हो चुके है, इन चार वर्षो में सोनिया विहार में विकास की आधारशिला रखने का महत्वपूर्ण कार्य भारतीय जनता पार्टी के जनप्रतिनिधियों के द्वारा किया गया है तथा इसी आधारशिला पर अब सोनिया विहार के सुनहरे भविष्य के लिए सपना संजोया है।

सोनिया विहार शायद दिल्ली का ऐसा अकेला निगम वार्ड होगा जहाँ देश के हर प्रान्त और हर क्षेत्र से लोग आकर रह रहे है, विशेकर उत्तर प्रदेश, बिहार, उत्तराखंड, बंगाल, झारखण्ड जैसे राज्यों से आये मेहनतकश एवं स्वाभिमानी निवासियों ने सोनिया विहार को एक विशिष्ट एवं उल्लेखनीय पहचान दी है।

परन्तु, दिल्ली सरकार की विरोधाभासी नीतियों के चलते सोनिया विहार के नाम के आगे अनधिकृत कालोनी का ठप्पा लगा हुआ है, यहाँ तक की निगम पार्षद को मिलने वाला विकास फंड भी सोनिया विहार में लगाने की इज़ाज़त भी दिल्ली सरकार नहीं देती, तमाम रूकावटो और विरोधो के बावजूद मैंने ये सुनिश्चित किया की सोनिया विहार में विकास की रूपरेखा बने और सोनिया विहार भी विकास के पथ पर आगे बढे।

पार्षद के रूप मे शपथ के कुछ ही दिनों के भीतर क्षेत्र मे महापौर का दौरा सुनिश्चित किया, सोनिया विहार क्षेत्र मे पहली बार महापौर का आगमन हुआ तथा सोनिया विहार क्षेत्र निगम आधिकारियो कि प्राथमिकता सूची मे आया
मेरे निरंतर प्रयासों एवं अधिकारियो के साथ हुयी दर्ज़नों मीटिंगों के परिणाम स्वरुप सोनिया विहार मे विकास हेतु कार्य किया तथा तत्कालीन विधायक श्री साहिब सिंह चौहान के साथ मिलकर क्षेत्र के लिए “Y” head से 3 करोड़ रूपये का फंड स्वीकृत करवाया । इस फंड का इस्तेमाल क्षेत्र में गलियों तथा नालियों के निर्माण किया गया।
चार वर्ष पूर्व सोनिया विहार के केवल 100 व्यक्तियों को निगम से पेंशन प्राप्त होती थी, पार्षद बनते ही तेजी से लोगो कि पेंशन बनवाई तथा वर्तमान मे लगभग 700 जरूरतमंद वृद्धो, विधवा महिलायों एवं विक्लांग व्यक्तियों को नगर निगम के द्वारा पेंशन दी जा रही है।
मेरे क्षेत्र मे बदरपुर खादर नमक एक गाँव भी शामिल किया गया जहाँ सड़क, पानी, बिजली, स्कूल जैसी कोई भी सुविधा नहीं थी. पूर्णत: मुस्लिम आबद्दी का यह क्षेत्र वर्षो से उपेक्षा का शिकार था. पार्षद बनते ही क्षेत्र कि जनता से सीधा संपर्क स्थापित किया तथा विकास कार्य शुरू करवाया. देश की राजधानी में एक ऐसा गाँव जहा न बिजली थी न पानी, न सड़क न स्कूल, आज चार वर्षो के पश्चात् बदरपुर खादर में RCC की सड़के और नालियां है, साथ ही अथक प्रयासों के परिणाम स्वरुप बिजली की आपूर्ति भी सुनिश्चित हो चुकी है, एक स्कूल का निर्माण कार्य प्रारंभ हो चूका है, क्षेत्र की जनता के आशीर्वाद एवं आपकी निगम पार्षद के प्रयासों से आज बदरपुर खादर गाँव के निवासी सभी बुनियादी सुविधायों का लाभ उठा रहे है।
चार वर्ष पूर्व सोनिया विहार में केवल 12 सफाई कर्मचारी थे जबकि आज क्षेत्र में कुल 184 सफाई कर्मचारी कार्यरत है, सोनिया विहार की आवश्यकताओ के हिसाब से अभी लगभग 500 और सफाई कर्मचारियों की आवश्यकता है, जिसके लिए मैं रत दिन प्रयासरत हूँ। ऐसी उपलब्धि सुनिश्चित करने वाली मै क्षेत्र की पहली जन प्रतिनिधि हूँ.
पार्षद बन जाने के बाद अनेक बार क्षेत्र कि सफाई हेतु विशेष गैंग को क्षेत्र मे लगवाया तथा संगठन के पदाधिकारियों एवं क्षेत्र के गणमान्य व्यक्तियों द्वारा इंगित स्थानों के आधार पर सफाई सुनिश्चित करवाई.
कुल 42 विधवा महिलायों की पुत्रियों के विवाह हेतु नगर निगम से 20,००० -20,०००/- रूपये की आर्थिक सहायता प्रदान की। सात अन्य महिलायों को कन्या विवाह हेतु विभिन्न समाजी संगठनो से आर्थिक सहायता प्रदान करवाई
क्षेत्र की कुल 30 अत्यधिक गरीब महिलायों को जीविकोपार्जन हेतु सिलाई मशीन प्रदान की जिससे ये सभी महिलाएं सम्मान एवं स्वाभिमान सहित जीवन यापन कर सकने में सक्षम हो। एक अन्य गरीब महिला को विशेष प्रयासों से पिको एवं सिलाई मशीन दिलवाई।
लगभग 2000 से भी ज्यादा घरो में बिजली के वैध कनेक्शन लगवाये, प्रतिदिन कई नए घरो में ये कनेक्शन लगाये जा रहे है
कुल 10 विक्लांग नागरिको को नगर निगम के द्वारा ट्राई साईकिल की व्यवस्था करवाई जिससे इन नागरिको की सक्षमता के विकास में कोई बाधा न रहे।
विकास के साथ साथ हरियाली एवं पर्यावरण का संयोजन करते हुए क्षेत्र में लगभग 1000 वृक्षारोपण ट्री गार्ड सहित किये
क्षेत्र में कूड़े का निपटन एक गंभीर समस्या रही है, क्षेत्र में कोई डलाव न होने के कारन ये स्थिति और भी चिंताजनक हो जाती है, निगम पार्षद के रूप में मैंने अपने प्रयासों से कूड़ा उठाने के लिए ट्रेक्टर ट्राली एवं ठेली की व्यवस्था करवाई।
अथक प्रयासों के फलस्वरूप फ्लड विभाग के द्वारा सोनिया विहार के कुछ नालो में ढक्कन लगवा कर कवर करवाए ।
नगर निगम के प्राइमरी स्कूल में जहाँ क्षेत्र के लगभग 80% बच्चे पढ़ते है , वहां सुरक्षा की दृष्टि से बिल्डिंग के चारो तरफ बाउंड्री वाल का निर्माण करवाया ।
नगर निगम विद्यालय परिसर में लाइट की व्यवस्था करवाई
बरसात के समय जगह जगह होने वाले जल भराव से निपटने के लिए नगर निगम के द्वारा 10 स्थानों पर पुम्पिंग सेट लगवाये, कई स्थानों पर मलबा भरवाया तथा विशेष सक्शन मशीन के इस्तेमाल से कई स्थानों पर पानी को निकलवाया गया
क्षेत्र मे जिन गलियों का निर्माण अभी लंबित है अथवा कुछ समय बाद होना है, वहां निवासियों को तुंरत राहत पहुचने हेतु मलबा द्वरा भराई सुनिश्चित की
आर्थिक रूप से कमजोर व्यक्तियों को मेडिकल सहायता कि स्थिति मे निगम के हस्पतालों जैसे हिंदूराव हस्पताल इत्यादि मे समुचित इलाज़ सुनुश्चित करने हेतु स्वयं चिकत्सा अधिकारियो से संवाद स्थापित किया तथा क्षेत्र के अनेक नागरिको को आपातकाल में समुचित चिकित्सा उपलब्ध सुनिश्चित की
क्षेत्र मे निगम के द्वारा मोबाइल क्लीनिक को सुचारू रूप से आना सुनिश्चित किया
क्षेत्र मे मलेरिया तथा डेंगू से बचाव सुनिश्चित करने हेतु नियमित छिडकाव तथा क्लोरिन वितरण
"निगम पार्षद आपके द्वार" कि अवधारणा पर चलते हुए क्षेत्र में पेंशन वितरण से लेकर आपके महत्वपूर्ण कागजो को सत्यापित करने तक सभी कार्यो को क्षेत्र के अन्दर ही किया जाये, ये सुनिश्चित किया।
नगर निगम के स्कूल के लिए 50००० रूपये स्वीकृत करवाए ताकि प्रधानाध्यापिका स्कूल के छोटे मोटे कार्य स्वयं ही करवा सके
नगर निगम स्कूल के छात्रो को पहली बार मुफ्त पहचान पत्र वितरित करवाए, जिससे छात्रो की विशिष्ट पहचान बन सके
निगम विद्यालय के सभी छात्रो को निशुल्क पुस्तकों एवं कापियों का वितरण
अनुसूचित जातियों एवं जनजातियों तथा अल्पसंख्यक छात्रो को 1000 रूपये की विशेष छात्रवृति प्रदान करवाई
निगम स्कूल के सभी छात्रो को वर्दी, विक्लांग छात्रो को प्रोत्साहन राशी एवं मेधावी छात्रो के लिए विशेष 500 रूपये की छात्रवृति प्रदान करवाई
निगम स्कूल में मिड-डे मील में सुधर, मात्र एवं स्वास्थ्य को ध्यान में रखते हुए पोष्टिक आहार, सभी छात्रो को जूते, जुराब एवं सर्दियों से बचने के लिए टोपी का नगद भुगतान
सोनिया विहार क्षेत्र के अन्दर नागरिको की सुविधा हेतु आधार पहचान पत्र केंद्र खुलवाया जिससे खेस्त्र के नागरिको को पहचान पत्र हेतु कहीं दूर न जाना पड़े
पूर्वांचल के महापर्व छठ के अवसर पर हर वर्ष घाटो में भक्तो की सुविधा हेतु सफाई, सुरक्षा एवं आयोजन व्यवस्था, सोनिया विहार छठ पूजन का विशेष केंद्र बनकर राजधानी के नक़्शे में उभरा

शीघ्र प्रारंभ होने वाले कार्यो का विवरण:

90 लाख रूपये की लगत से सोनिया विहार के सादतपुर गुजरान एवं बिहारीपुर गुजरान में गलियों के निर्माण हेतु टेंडर की प्रक्रिया आरम्भ
नगर निगम स्कूल के जीर्ण हो चुके पुराने भवन के स्थान पर 52 कमरों का चार मंजिला भवन स्वीकृत, निर्माण कार्य का उद्घाटन शीघ्र होने वाला है
सोनिया विहार में साढ़े चार पुश्ता क्षेत्र में नगर निगम की सरकारी डिस्पेंसरी के निर्माण के लिए प्रयासरत, परिणाम शीघ्र अपेक्षित है

दूरगामी भविष्य की योजनाये :

सोनिया विहार मे पानी निकासी हेतु पम्प हाउस
क्षेत्र मे कम से कम दो पार्को का निर्माण
क्षेत्र मे कम्युनिटी हॉल एवं डिस्पेंसरी का निर्माण, जिसके लिए भूमि की पहचान भी कर ली गयी है
क्षेत्र के कूड़ा के निपटारे के लिए डलाव हेतु भूमि अधिग्रहण कि प्रकिया प्रारम्भ की

क्षेत्र कि सबसे गंभीर समस्या पानी कि निकासी कि समस्या है - निगम पार्षद के रूप मे सबसे बड़ी प्राथमिकता के तौर पर पानी निकासी कि समस्या को उठाया। यहाँ मै ये तथ्य स्पष्ट करना चाहती हूँ की कालोनी के २० वर्षो के इतिहास में मै पहली जनप्रतिनिधि हूँ जिसने क्षेत्र में पानी की निकासी की समस्या के निदान के लिए प्रयास किये तथा पम्प हाउस के निर्माण को सुनिश्चित करने के लिए निरंतर संघर्ष किया ।

सोनिया विहार के इतिहास की पहली निगम पार्षद जो दिन रात आपके सुख दुःख में आपके साथ है, क्षेत्र केनिवासियों से सीधा संपर्क, क्षेत्र की जनता के प्रति पूरी निष्ठां एवं सेवा भाव के साथ तमाम राजनीतिक विरोधाभासो को दरकिनार करते हुए समानता के भाव से सोनिया विहार एवं बदरपुर खादर क्षेत्र में विकास का सूरज उगाने वाली

Sub.- Regarding poor sanitation and negligence of MCD staff in Sonia Vihar Ward No. 272

Respected Sir

This is regarding poor management of sanitation services and negligence in duty by officials concerned in my ward.

Sonia Vihar is one of the largest ward geographically and it does not have proper sewage system also.

Sonia Vihar ward also do not have any "Dalav" and waste management is a big problem in the ward.

I am trying my level best since last three years to ensure a healthy environment in the ward but non cooperation from concerned officials is a major problem.

I am requesting you to please instruct officials to maintain cleanliness and sanitation in my ward.

Councillor Mishra introduces direct democracy to the “hell” of an unauthorized colony

Conducts third Mohalla Sabha meeting in a fortnight at Sonia Vihar ward

New Delhi, Kumar’s eyes brim with tears as he shows a dark brown scar on his left leg to Annapurna Mishra, Sonia Vihar councillor, and a gathering of about 50 people from his neighbourhood.

The 19 year old boy is barely able to explain in a choked voice that he has been attacked more than once while trying to fill his bucket with water from a public tap that his Gali No.10 (block-A) shares with the neighbouring gali.

Public taps at Sonia Vihar being much fewer than needed, people often are ready to kill for drinking water.

“Main ek to tooti lagwaunga aur ek gali banwaunga (I must get a new public tap and a paved street),” he tells Mishra, like a child who demands to be compensated for being wronged.

Then he makes a profound statement: “Ye jagah nark hai (This place is a hell).”

No one among those who have gathered on this Sunday morning in the compound of ‘BR Model Public School’ at block-A of Sonia Vihar can disagree.

People of Sonia Vihar have been left to live alongside their own sewage and garbage; there is no drainage system, let alone sewers, and safai karmcharis don’t seem to lift a finger, let alone rubbish.

Galis of Sonia Vihar have large stretches of stagnant black-green water breeding mosquito larvae. Vacant plots of land have turned wholesale into pools of stagnant water. Stench fills the air.

Being an unauthorized colony, Sonia Vihar can neither receive development funds from the MCD nor MLA’s and Councillor’s own funds. However, the MLA and Councillor can jointly apply for funds that are sanctioned under the “Y head”.

“I am ready to bring as much ‘Y head’ funds as are needed for Sonia Vihar’s pressing needs. You will decide what your needs are and how you want to prioritize them,” Mishra tells her constituents at the third open Mohalla Sabha meeting that she has conducted in a week at this municipal ward in north-east Delhi.

Mishra’s mission: “I wish to change the system by letting people directly dictate their development. I will only carry out their orders.”

Last financial year, the local MLA and Mishra together brought Rs 3 crore for paving the galis, but it’s obviously not enough.

Om Prakash Singh of Gali No. 15 (block D) tells the Mohalla Sabha that he has been struggling to get his gali paved for last 15 years without success.

“They paved 10 galis in my neighborhood last year, but left ours. Why?”

Diwan Singh of block-C complains that his gali is being flooded with filthy water after the neighbouring gali was raised and paved. Munna Lal and Shiv Tiwari of block-E and Raviraj Sharma of block-A have similar complaints.

That highlights twin problems: Galis have been raised and paved without first providing for a system of drainage and the fact that only some of the galis, not all, have received the “grace”.

Ram Kinkar of block-B and Shiv Tiwari of block-E say no safai karmachari ever visits their areas. Raviraj Sharma adds that MCD has long stopped sprinkling anti-malarial and disease controlling chemicals in the area.

Mishra responds: “In two years of my tenure so far, I have fought hard with MCD to increase the number of safai karmacharis for SoniaVihar from 12 to 28. The fact is we need at least 400. For the time being, these 28 will have to be used as efficiently as we can.”

The Mohalla Sabha finally resolved that the safai karmacharis will be distributed between various areas and volunteers from those areas will supervise their work. Mishra promises the gathering that disease controlling chemicals will be started to be sprinkled regularly from next week.

Shrikant Tiwari of block-E, Sriramji of block-A, and several others complained that ration officials demand bribes for getting their ration cards made.

“I had submitted my application for ration card on 25 August last year. Since then I have been to ration office 8 times. They still have not issued my ration card,” says Tiwari.

Mishra says all ration wallahs have already been issued an ultimatum that they must end their corrupt practices in a month’s time or be prepared to face stern action.

“Fifteen days remain for them to change their ways. I am then bringing Assistant Commissioner (Food and Supply) and FSOs to this area. Each ration wallah will then face the public and their bosses.”

Kalawati of block-C tells the gathering that her husband suffers from TB at an advanced stage and so can’t work.

“I do beldaari work to earn Rs 50-100 daily. They have not issued me a ration card. There is money to be spent on my husband’s treatment. It’s difficult to support my family.”

Kapil, Mishra’s son who’s helping his mother organize Mohalla Sabha meetings, informs the gathering that MCD gives financial assistance to TB patients and he will try to get that assistance for Kalawati’s husband on the basis of his medical records.

Renu Tiwari of block-A says she will also need financial assistance for getting her daughter married.

Mishra responds by saying that MCD does provide such assistance. Renu Tiwari will need to apply with a copy of the invitation for the marriage ceremony.

Vir Bahadur Mistri and Ram Prassan say there are no street lights in their galis.

Kapil, Mishra’s son, responds: “Some areas don’t have street lights because there are no transformers there. We are following up with BSES. This work will surely be done.”

Diwan Singh of block-C points out that senior secondary school of the area has long been dysfunctional because of shortage of teachers.

“Although that school is run by Delhi government, not MCD, it’s my promise that we’ll speak with the MLA to get more teachers. You could expect results in 3-4 weeks’ time,” responds Mishra.

Ram Kinkar of block-B and Suman Mishra of block-A say their galis have no tooti (public tap). Arun Kumar and Ravi Raj Sharma (both of block-A) say there is no public tap from “Bhagat ji Mandir to Vinod Chaudhary’s home”.

“Shortage of drinking water is to be addressed by Delhi Jal Board (DJB), which is outside my jurisdiction. The MLA knows better. So I’ll speak with him,” Mishra tells the Mohalla Sabha.

As for drainage of water, Mishra points out that construction of nullahs along galis had already begun on two sides, but the work could take some months to complete.

“Drainage is the most pressing need of Sonia Vihar. The work has begun. While it lasts, it could be even more inconvenient to you. But we’ll have to bear with it. I promise you that we’ll have a functional drainage system by the time the work is complete.”

For the paving of galis, Mishra says she and the MLA will shortly be meeting with Engineer in Chief of MCD to discuss funds under the ‘Y head’.

“This time Y-head funds will be used not on what MLA and I like or think important, but on what you identify and prioritize as your needs. If you say a gali should be paved, it will be paved. That will be the big difference from the past.”

Mishra also promises that a contractor will be paid only after the people of the area express satisfaction with the quality of his public work.

“I have identified a land for building an MCD dispensary and also propose to build a community centre here,” she added.

Finally, Mishra has a big promise to make.

“After the rainy season, we plan to start our campaign for regularization of Sonia Vihar. Be prepared for dharnas and demonstrations.

I need your cooperation.”

Mohalls Sabha voices support, as if saying, ‘we want more power over our lives and will no longer put up with hell’.

About ‘Mohalla Sabha’ meetings

A Mohalla Sabha is the body of all adult citizens (i.e. registered voters, in legal/formal sense) of a smaller residential unit (an area, block, or colony) in a municipal ward.

The meeting of a ‘Mohalla Sabha’ is an open meeting of local citizens (i.e. members) with their ward councilor and some local MCD officials.

Every household of the area/block/colony is sent a written notice of the meeting in advance.

The councillor tries to ensure the presence of MCD officials who will be required to respond to citizens’ queries and complaints.

As the councilor and local MCD officials listen, the citizens collectively discuss and debate their problems, suggest solutions, and decide what facilities/public works they want. They citizens also decide who among them is most deserving of government aid or social security benefits.

All decisions are taken either consensually or through voting.

The citizens are able to directly question the councillor and local MCD officials present.

The councillor and the officials, on their part, respond to complaints and questions; they also offer clarifications and solutions. The councillor also commits himself/herself to the things that he/she can do or will try to do and points out to the things that are outside his/her jurisdiction.

The councillor also makes a commitment that contractors will be paid only after the local people have expressed satisfaction with the public work in question.

The principle governing the Mohalla Sabha meeting is: citizens will decide what they want and their representative (i.e. the councillor) will merely carry out their will within the limits of his/her jurisdiction, the law, and the availability of funds.

The minutes of the meeting, including the decisions taken, are signed by each participant, and copies are sent to each household of the area.

The participants also decide the time and place of the next Mohalla Sabha meeting in which the councilor will present a report of the progress on implementation of the decisions taken earlier.

In addition to the written notice of a Mohalla Sabha meeting, the councilor also sends at least one letter a month to each household of the area, informing them of the progress on the tasks that were set for him in the last meeting.

अब शासन में आम जनता की सीधी भागीदारी

सच्ची लोकशाही केंद्र में बैठे चंद आदमी नहीं चला सकते, वह तो हर गांव के लोगों द्वारा चलाई जानी चाहिए। सत्ता का केंद्र दिल्ली, कोलकाता या मुंबई जैसे बड़े नगरों तक सीमित है। मैं उसे भारत के सात लाख गांवों में बांटना चाहूंगा। राष्ट्रपिता महात्मा गांधी ने यह परिकल्पना 1909 में लिखी हिंद स्वराज पुस्तक में की थी, जबकि उनकी यह परिकल्पना अब साकार रूप लेने जा रही है। जहां इसकी पहल यमुनापार के दो निगम वार्डो में शुरू हो चुकी है।

किस मोहल्ले में किस तरह की सड़क बनाई जानी है और कहां नाली बननी है, किस पार्क को विकसित करना है और किस गरीब महिला को पेंशन देना है-इसका निर्धारण पार्षद नहीं, आम लोग तय कर रहे हैं। इसे मूर्त रूप दिया जा रहा है मोहल्ला सभाओं के जरिये। त्रिलोकपुरी व सोनिया विहार संभवत: भारत के दो पहले ऐसे निगम वार्ड हैं जहां सीधे व सच्चे लोकतंत्र की अलख जग चुकी है। दोनों वार्डो में मोहल्ला सभाओं के जरिये लोग सीधे तौर पर शासन में दखल देने लगे हैं। इसी सफलता से उत्साहित राजधानी के आधा दर्जन से अधिक पार्षद इसे अपने यहां शुरू कराने की सहमति दे चुके हैं। इनमें पूर्व मेयर आरती मेहरा व निगम के शाहदरा साउथ जोन के चेयरमैन रवि प्रकाश शर्मा भी शामिल हैं।

अभियान शुरू करने में लोकराज अभियान नामक स्वयंसेवी संस्था ने महत्वपूर्ण भूमिका निभाई है। संस्था के मनीष सिसोदिया ने कहा कि वास्तविक लोकतंत्र तभी है जब जनता का आदेश चले जहां अगर उसकी एफआईआर नहीं लिखी जा रही हो तो थानाध्यक्ष को हटाने तक का अधिकार जनता के पास हो। वर्तमान लोकतंत्र में जनता सिर्फ पांच साल में एक बार वोट देने का क‌र्त्तव्य भर निभाती है, जबकि इसके बाद का काम नौकरशाहों व जनप्रतिनिधियों के पास सुरक्षित हो जाता है।

ऐसे काम करती हैं मोहल्ला सभाएं

करीब दो माह पहले लोकराज अभियान के सहयोग से त्रिलोकपुरी व सोनिया विहार वार्ड में मोहल्ला सभा की शुरुआत हुई। सबसे पहले एक निगम वार्ड को दस हिस्सों में बांटा गया। एक हिस्से में करीब चार हजार मतदाताओं को रखा गया, जिसे मोहल्ले का नाम दिया गया। सभी मोहल्ला सभा की महीने में एक बार बैठक होती है। निगम पार्षद की ओर से सभी मतदाताओं को महीने में दो पत्र लिखे जाते हैं। एक पत्र मतदाताओं को आमंत्रित करने के लिए दिया जाता है जिसमें उन्हें तय दिन व जगह पर बुलाया जाता है। जहां संबंधित विभाग के अधिकारी भी आते हैं। निगम पार्षद व अधिकारी जनता से सीधे रूबरू होते हैं। जनता उनसे सवाल पूछती है, सुझाव देती है और कार्रवाई की मांग करती है। मौके पर ही पार्षद व अधिकारी योजनाओं को मंजूर करते हैं। काम होने के बाद सरकारी ठेकेदार को पेमेंट तभी की जाती है जब उस पर मोहल्ला सभा की मुहर लगती है।

त्रिलोकपुरी के पार्षद डॉ. हरीशंकर कश्यप ने कहा कि निश्चित रूप से यह क्रांतिकारी बदलाव है। पहले दिन से ही लोगों का अपार सहयोग मिल रहा है। सोनिया विहार वार्ड की पार्षद अन्नपूर्णा मिश्रा ने कहा कि जनप्रतिनिधि व जनता एक दूसरे के करीब आ रहे हैं। साथ ही अधिकारियों पर काम करने के लिए दबाव बढ़ रहा है।

Corrupt leaders and officers have started spreading rumours about Dr. Annapurna Mishra to stop her initiative of bringing power to the people.

From BJP workers to Nigam Parshads to Party leaders, everyone is discussing that Municipal Councillor Dr. Annapurna Mishra has relation with Moist.
The only obvious reason was the new initiative be her to introduce citizen's democracy through Mohalla Sabhas in her ward.

I have received this information from my colleagues and councillors in townhall, from my party workers in the ward.

I am writing this letter to inform that the people who are spreading such rumours are those who are afraid that their corruption network will be abolished if this system gets recognition and acceptance by common people.

I am going to file a FIR against these people.

I have written letter to my party leaders seeking their intervention into the matter.

A complaint to the CBI will also be forwarded by me.

NEW DELHI: A few kilometres from the Sonia Vihar treatment plant, there's a quiet revolution taking place.
Badarpur Khadar, a small village with barely 1,500 inhabitants, may not seem much it's a village without electricity, school, health centre, ration shop or even pukka roads. But if activities of the past few weeks are any indication, this "unauthorized colony'' is taking a small step towards participatory governance that could spell big success for citizens all over. On July 12, residents of Badarpur Khadar, for the first time, collectively took decisions and told their local representative what they wanted. In an open mohalla sabha meeting with Annapurna Mishra, Sonia Vihar councillor, over 100 men and women of Badarpur Khadar decided they wanted a school, ration cards for every household, voter ID cards for every adult, widow and old-age pension for eight identified women, and a pukka road from "Babu's home to Jafru's home''. It's an experiment in participatory governance which, Mishra says, is already bearing fruit. "My first mohalla sabha was in E-block, Sonia Vihar, with the second one being in Badarpur Khadar. Initially, people were skeptical but they saw I was serious about the effort and the feedback has been phenomenal,'' says Mishra. Accompanied by MCD officials, Mishra conducts the sabha with a clear-cut agenda ask the people directly what they want. "I'm a first-time councillor. Instead of spending public funds on projects which people may not want, I wanted to ask them what they really wanted. The idea of the mohalla sabha was suggested by Parivartan, a local NGO,'' adds the councillor. Mishra has about Rs 50 lakh in councillor's funds. In addition, MCD also spends funds under various heads. These would now be spent according to the will of the people, she says. The sabha is especially useful for a village like Badarpur Khadar, which has woefully few resources. This village has never had any school and most children don't go to school. A few go to those in Loni or Mirpur in UP. After the Sunday sabha, village adults decided that a 10 bigha plot of land belonging to gram samaj (common land) would be set aside for a school. Villagers also claimed that hardly 10-15 out of the 180 households have ration cards. Solution: a team of local volunteers would collect documents from all households and complete the formalities for getting their ration cards made. Also, names of eight women were suggested so that their pension accounts could be opened with the government. That's not all. Next on agenda is voter ID cards, and more importantly, a pukka road. At the sabha, Soopanji and one Hashim Ali proposed that the path from Babu's home to Jafru's home should first be turned into a pukka road. After others voiced their agreement, MCD officials conferred with the two to confirm the location of the proposed road and took notes. Moreover, the village doesn't have a dispensary or primary health centre (PHC). Mishra said she suspected the village might not have enough population to qualify for a PHC, but she would nevertheless try. "What I can do immediately is to send mobile health vans here,'' she promised. Finally, a list of the tasks set by the mohalla sabha for Mishra was read out and the date of the next meeting was decided. The sabha in Badarpur Khadar is not a one-off phenomenon. While Mishra says she's committed to the experiment, nearby councillor Hari Shankar Kashyap of Trilokpuri is also planning to start the sabhas. It's a movement that could well change the way governments function, admit politicians. Adds Mishra, "It obviously makes me more accountable. But if I can make a difference, it ultimately reflects well on my political career and means progress for the ward. I'm okay with that.'' So are residents of Badarpur Khadar.

New Delhi, July 15 (IANS) Two municipal councillors in the national capital have decided to put “power back into the public’s hands” by choosing to hear them out before undertaking any development work in their areas.

Hari Shankar Kashyap and Annapurna Mishra, municipal councillors of Trilok Puri and Sonia Vihar wards, respectively, have tied up with Swaraj Campaign - a programme initiated by a group of NGOs under which the councillor meets people via open public meetings called “mohalla sabhas” and carries out development work as per their needs.

Residents complain and he listens patiently because Hari Shankar Kashyap, municipal councillor from a poorly developed area in east Delhi, feel that those who voted him to power can ask him anything.

“After all the public voted me to power. They should be allowed to see change as per what they dictate and prioritise. I want to put power back into the public’s hands,” Kashyap told IANS.

After holding two meetings with his constituents in the last two weeks, the recent one being a gathering in Pocket-III of Mayur Vihar, Kashyap has decided to divide his Rs.5 million ward development fund into eight parts.

“People know that they can use this fund for development work. Payment for any of the infrastructure projects that are going on will not be cleared unless they meet the residents’ satifaction. Projects will be decided as per priority,” said Kashyap.

Residents are informed about the meetings in advance so that they can be prepared.

Mishra also held one such meeting in Badarpur Khadar village. Around 100 residents spelt out their demands to her in the presence of other Municipal Corporation of Delhi (MCD) officials.

Residents complained that the village of 1,500 had no electricity, no school, no ration shop, no medical facilities, no tarred roads, and no flush toilets.

“This village has never had any school. Most children don’t go to school. A few of them go to schools in Loni or Mirpur in Uttar Pradesh. So a school should be our first priority,” villager Mahabir Singh told Mishra.

After listening to the complaints, Mishra told the gathering: “From today, you will directly dictate the development of your village. I’ll try my best to carry out your will. You have voted me into power.”

Mishra agreed that a school, ration cards for every household, identity cards for every adult, widow and old age pension for eight women, and a tarred road would be commissioned soon using Rs.5 million from her ward development fund.

Mishra has decided to take up the issue of setting up a school with the MCD.

Both councillors felt that others should also follow in their footsteps and get back to the people.

“I don’t know if other councillors will conduct such meetings. They will if they start believing in the welfare of the people who choose them,” said Kashyap.

“A few MCD councillors and officials have already started complaining against this model of grassroots democracy because they won’t be able to make money in an environment of transparency,” said Mishra.

One of the campaign’s core initiators is Magsaysay award winner and Right to Information (RTI) activist Arvind Kejriwal.

“This mohalla sabha is not a one-off affair. These meetings will now happen regularly. For now, it has materialised only in two wards - about a dozen more MCD councillors have given a positive response to this and will soon start conducting these meetings,” Kejriwal told IANS.

“It is interesting to see that people’s needs and demands are so limited. Various governments and the municipality spend crores of rupees but people are still dissatisfied because the money is not spent on what people want.” he added.

Another activist associated with the campaign said: “More and more councillors are realising that this will keep them in touch with their constituents and later it could translate into votes for them.”

सोनिया विहार : लोकतंत्र का एक अभिनव प्रयोग

सोनिया विहार क्षेत्र की जन प्रतिनिधि होने के नाते मैंने यह निर्णय लिया है की मेरे वार्डमें निगम प्रशासन क्षेत्र की जनता की सीधी सहभागिता के द्वारा ही कार्य करेगा।

इसके लिए मैंने क्षेत्र को १४ मोहल्ला सभा में विभाजित किया है। हर मोहल्ला सभा के सभी वोटर मोहल्ला सभा के सदस्य होंगे। निगम पार्षद की अध्यक्षता में हर मोहाला सभा की मीटिंग महीने में एक बार होगी। मीटिंग में निम्नलिखित निर्णय लिए जायेंगे:

१ निगम पार्षद तथा नगर निगम के अन्य मदों में जो विकास कार्य हेतु फंड उपलब्ध है, उसका किन कार्यो में उपयोग किया जाए। यह निर्णय मोहल्ला सभा द्वारा आम सहमती अथवा वोटिंग द्वारा लिए जायेंगे।

२ मोहल्ल सभा से कार्य संतोषजनक होने का प्रमाण पत्र लेने के बाद ही ठेकेदार को भुगतान किया जाएगा।

३ निगम की सभी सामाजिक सुविधाओ जैसे पेंशन इत्यादि से लाभ प्राप्त करने हेतु लाभार्थियों का निर्णय मोहल्ला सभा में ही लिया जाएगा।

४ निगम के कर्मचारी तथा अधिकारी जिनके सम्बन्ध में मोहल्ला सभा कीसदस्य शिकायत करेंगे, उन्हें मोहल्ला सभा की मीटिंग में आकर जनता को जवाब देना होगा।

यह अपमे तरह के देश में पहला प्रयोग किया जा रहा है।

आपके सहयोग से ही इसकी सफलता सुनिश्चित हो सकती है।

I have decided that municipal governance in my ward should be run with direct participation of the people.

To structure this exercise, I have divided the ward into 14 areas called mohallas. The collective assembly of voters of each mohalla is called mohalla sabha. Each mohalla sabha would meet every month. Meeting would be chaired by the ward councilor. Following decisions would be taken in the meeting:

1. How should councilor development fund be used? How should MCD spend its funds under various heads of expenditure in that ward? People would take these decisions in mohalla sabha meetings either through consensus or if consensus is not possible, through voting. Proposal receiving maximum number of votes would be on higher priority.
2. Payment would be made to a contractor only if mohalla sabha issues satisfaction.
3. List of beneficiaries for all government welfare schemes would be made in Mohalla sabhas in a transparent and participatory manner. If more applications for any scheme are received, then it would be discussed in mohalla sabha as who are the poorest of them all and these people would be given benefits.
4. MCD employees, with whom people complain problems, will be summoned by the councilor and presented in next mohalla sabha meeting to respond to people’s complaints.

I therefore, request you to kindly observe and implement the following. If needed, kindly issue necessary directions to your subordinate officials:

Please direct all your officials not to undertake any proposal without the sanction of affected mohalla sabhas. So, if you propose to carry out any work, please intimate me in sufficient advance so that I can seek mohalla sabha’s approval for the same. If people do not approve of it or if they suggest an alternate proposal or an alternate way of solving that problem, we shall follow people’s will.
Kindly direct your officials not to make payment to any contractor for any work carried out in this ward without a satisfaction certificate from mohalla sabha. So, whenever a wor is complete and JE is satisfied, kindly inform me of the same. I will present it in mohalla sabha to seek their approval.
Kindly direct your officials to be present at mohalla sabha meetings, whenever they are called upon to do so by respective mohalla sabha. I may request you also to be present sometimes to respond to people’s grievances.

Sonia Vihar is a colony situated in Karawal Nagar Assembly constituency of North East Parliamentary seat in the capital city of India.

Population in Sonia Vihar generally is migrated population with lower socio-economic profile. People from Uttar Pradesh, Bihar, Uttarakhand, Bengal and various other places are living in this colony.

Sonia Vihar has approximate 1, 50,000 population. Sonia Vihar municipal ward includes Sonia Vihar colony and a village named Badarpur Khadar. Badarpur Khadar village is a backward village with minority population.

In Loksabha Election 2009: BJP emmerges as victorious from Sonia Vihar ward in Delhi

BJP has again emerged as a winner over Congress from Sonia Vihar ward in Delhi in recently held Loksabha Election 2009.

Sonia Vihar ward is part of North – East Loksabha constituency from where congress has won; in fact Congress has won all the seven seats in Delhi. There are only two Assembly constituencies and very few Municipal wards from where BJP has received more votes than Congress.

But in Sonia Vihar the story is different. The change has started after the victory of Dr. Annapurna Mishra in MCD elections from the ward. She has defeated congress candidate after five year rule of Congress councilor.

Immediately after her victory she has started working on the felt needs of people of the ward like drainage system for the ward, health center, community center and development of parks in the ward.

Sonia Vihar is an unauthorized colony and development work in the ward is next to impossible due to bureaucratic barriers. But under the leadership of DR. Annapurna Mishra the process of development has started and people of the ward have first time seen construction of pakka RCC streets in the ward. Process of acquiring lands and budget allocation for above mentioned initiates has also started.

Sine then BJP is winning from this ward and victory margin is increasing every time.

In recently held Loksabha elections BJP has got 10954 votes against only 8821 votes gained by Congress. This is a huge success keeping in view the undercurrent in favor of Congress in the city.

It is the result of Dr. Annapurna Mishra’s hard work and firm faith in people’s participation in development work.

विगत एक वर्ष मे निगम पार्षद कि भूमिका मे संपादित कार्य विवरण :

१. पार्षद के रूप मे शपथ के कुछ ही दिनों के भीतर क्षेत्र मे महापौर का दौरा सुनिश्चित किया, सोनिया विहार क्षेत्र मे पहली बार महापौर का आगमन हुआ तथा सोनिया विहार क्षेत्र निगम आधिकारियो कि प्राथमिकता सूची मे आया

२. महापौर को क्षेत्र कि समस्यों से अवगत कराया तथा क्षेत्र कि समस्यों के निपटारे के लिए महापौर द्वारा समयबद्ध कार्ययोजना की घोषणा

३. क्षेत्र कि सबसे गंभीर समस्या पानी कि निकासी कि समस्या है - निगम पार्षद के रूप मे सबसे बड़ी प्राथमिकता के तौर पर पानी निकासी कि समस्या को उठाया तथा क्षेत्र में पानी निकासी हेतु पम्प हाउस कि योजना स्वीकृत करवाई.
यहाँ मै ये तथ्य स्पष्ट करना चाहती हूँ की कालोनी के २० वर्षो के इतिहास में मै पहली जनप्रतिनिधि हूँ जिसने क्षेत्र में पानी की निकासी की समस्या के निदान के लिए प्रयास किये तथा पम्प हाउस के निर्माण को सुनिश्चित करने के लिए निरंतर संघर्ष किया .

४. मेरे निरंतर प्रयासों, महापौर महोदया की कोशिशों एवं अधिकारियो के साथ हुयी दर्ज़नों मीटिंगों के परिणाम स्वरुप सोनिया विहार मे विकास कार्य हेतु कार्य किया तथा क्षेत्र के लिए “Y” head से ३ करोड़ रूपये का फंड स्वीकृत करवाया . इस फंड का इस्तेमाल क्षेत्र में गलियों तथा नालियों के निर्माण के लिए किया जा रहा है

५.पूर्व मे सोनिया विहार के केवल १०० व्यक्तियों को निगम से पेंशन प्राप्त होती थी, पार्षद बनते ही तेजी से लोगो कि पेंशन बनवाई तथा वर्तमान मे लगभग ३५० व्यक्तियों को पेंशन स्वीकृत हो चुकी है तथा २०० अन्य व्यक्तियों कि स्वीकृति कि प्रक्रिया जारि है . इस बार कुल ५५० व्यक्तियों को निगम के द्वारा पेंशन दी जायेगी.

६. मेरे क्षेत्र मे बदरपुर खादर नमक एक गाँव भी शामिल किया गया जहाँ सड़क, पानी, बिजली, स्कूल जैसी कोई भी सुविधा नहीं थी. पूर्णत: मुस्लिम आबद्दी का यह क्षेत्र वर्षो से उपेक्षा का शिकार था. पार्षद बनते ही क्षेत्र कि जनता से सीधा संपर्क स्थापित किया तथा विकास कार्य शुरू करवाया. आज क्षेत्र मे सड़क निर्माण कार्य हो चूका है तथा शीघ्र ही क्षेत्र मे बिजली आपूर्ति सुनिचित हो जाये इस दिशा मे प्रयास जारि है.

७. "निगम पार्षद आपके द्वार" कि अवधारणा पर चलते हुए क्षेत्र मे १५ स्थानों पर कार्यालय स्थापित किये तथा सुनिचित किया कि किसी भी स्थान से निकटतम कार्यालय पैदल २० मिनट से ज्यादा दूर न हो.

८. क्षेत्र मे सफाई कर्मचारियो कि संख्या केवल १२ है जबकि आवश्यकता कम से कम ४०० कर्मचारियों कि है, सफाई कि स्थिति आत्यंत गंभीर रही, तथापि पार्षद बन जाने के बाद चार बार क्षेत्र कि सफाई हेतु विशेष गैंग को क्षेत्र मे लगवाया तथा संगठन के मंडल पदाधिकारियों द्वारा इंगित स्थानों के आधार पर सफाई सुनिश्चित करवाई.

९. शीघ्र ही क्षेत्र में सफाई हेतु कुछ अन्य कर्मचारियों की उपलब्धता सुनिश्चित होने की सम्भावना है. इस सम्बंध में मेरी महापौर महोदया सुश्री आरती महरा जी एवं नेता सदन श्री सुभाष आर्य जी से भी मुलाकाते हुयी है. शीघ्र ही क्षेत्र में ५०-६० अतिरिक्त कर्मचारियों की नियुक्ति की जायेगी, ऐसी उपलब्धि सुनिश्चित करने वाली मै क्षेत्र की पहली जन प्रतिनिधि हूँ.

१०. क्षेत्र मे जिन गलियों का निर्माण अभी लंबित है अथवा कुछ समय बाद होना है, वहां निवासियों को तुंरत राहत पहुचने हेतु मलबा द्वरा भराई सुनिश्चित की

११. क्षेत्र मे निवासो मे घरेलु उपयोग हेतु बिजली कनेक्शन कि प्रक्रिया तीव्र करवाने हेतु प्रयास किये तथा लगभग २५० आवासों मे बिजली कनेक्शन सुनिश्चित किये

१२. आर्थिक रूप से कमजोर व्यक्तियों को मेडिकल सहायता कि स्थिति मे निगम के हस्पतालों मे समुचित इलाज़ सुनुश्चित करने हेतु स्वयं चिकत्सा अधिकारियो से संवाद स्थापित किया

१३. क्षेत्र मे निगम के द्वारा मोबाइल क्लीनिक को सुचारू रूप से आना सुनिश्चित किया

१४.क्षेत्र मे मलेरिया अथवा डेंगू से बचाव सुनिश्चित करने हेतु नियमित छिडकाव तथा क्लोरिन वितरण

१५.क्षेत्र मे बड़े पैमाने पर वृक्षारोपण का कार्य आरम्भ किया

१६. क्षेत्र के कूड़ा के निपटारे के लिए डलाव हेतु भूमि अधिग्रहण कि प्रकिया प्रारम्भ की

१७. क्षेत्र के विकास कि कई योजनाये आरंभ करवाई जिनका क्रियान्वन आगामी कुछ वर्षो मे प्रारंभ हो जायेगा

१८. क्षेत्र मे कई जगहों पर पानी जमा हो जाने से भयावह स्थिति उत्पन्न हो जाती है, 25 से अधिक स्थानों पर विशेष सक्शन मशीन द्वारा पानी निकासी सुनिश्चित की.

४. भविष्य की परियोजनाओ का विवरण:

१. सोनिया विहार मे पानी निकासी हेतु पम्प हाउस

२. सभी गलियों का निर्माण

३. प्राथमिक स्कूल भवन का जीर्णोधार एवं विस्तार

४. बदरपुर खादर गाँव मे बिजली व्यवस्था

५. पुर गाँव मे सड़क निर्माण

६. क्षेत्र मे कम से कम दो पार्को का निर्माण

७. क्षेत्र मे कम्युनिटी हॉल एवं डिस्पेंसरी का निर्माण, जिसके लिए भूमि की पहचान भी कर ली गयी है
